The steel analogy is doing real work but the part it can't deliver is the gate of guys going to a shift every morning. that was the psychological core of the old bargain, not the tax revenue. a

tax floor doesn't substitute for the visible workforce that gave a town something to identify with. that's the harder problem the compact has to solve.
